This page describes the process by which a city or county in the State of California can establish an AB811 financing program and make it available to property owners within its jurisdiction.
For any California City or County wishing to establish an AB811 program, Green Energy Loans (GEL) will provide the technical assistance needed to create a program tailored to the governance and environmental goals of the jurisdiction, and then to insure that the program complies with the State law. GEL will also arrange for one of its lending partners to provide the city with adequate financing, explained in the “Bank relationship sample MOU” below. There is no exposure to the city’s general fund, and no unreimbursed cost to the city unless the city chooses to add additional services not required under AB811. (The initial application and summary of information GEL needs about your city in order to start the process are shown at the bottom of this page.) The steps to put a program in place are described here:
- Read the AB811 law. The five page, full text copy can be read by clicking on the "AB811" tab on this web site. It can also be downloaded and printed for distribution to staff, elected representatives or citizens in your city.
- Select the type of program you believe most closely matches policy goals of your City Council. The program can be structured to insure the maximum GHG reduction that is both cost effective and provable; or it can be structured to maximize the speed and volume of energy efficiency retrofits and solar installations completed in your city; or it can be structured as a balance of those two goals.
- Fill out the initial application and click the submit button at the bottom of the form. A GEL representative will then call you to review the program options and answer any questions you might have.
- Once you and the GEL representative are clear on the type of program you want and have communicated the necessary information, GEL will prepare the draft program documentation for your city.
- A study session of your City Council should be scheduled to review the draft program, answer questions and make adjustments to insure that the Council fully understands the program and selects the program structure best suited to the city’s goals.
- A public hearing of the City Council should be scheduled to review, adopt, revise, or reject the Council Resolutions required to establish the program.

Participating Banks
We appreciate the banks and lending institutions that have partnered with us to provide this smart, effective, and economically sound program. The banks are lenders to the cities which have adopted AB811 programs for their citizens. The loans/assessments can only be arranged and approved by the participating city itself, through the GEL web site. The loans are not arranged directly with the banks.
